If -LPN is hard at noise rate for a constant (the high-noise regime), then -LPN is hard at every constant noise rate (the constant-noise regime): for all large , and LPN hardness is monotone in the noise rate — folklore.
Sketch
Map an instance to with and , so that each coordinate of is with probability . Rate- instances become rate- instances with the same and , and uniform stays uniform, so a distinguisher for the noisier problem breaks the less noisy one with the same advantage; the same map works for search LPN.
